September 2020 Board Meeting

The September Board Meeting was called to order at 6:05pm.

Present:

Board members Cindy Tilton, President; Bruce Ferland, Vice President; Ken Gray, Treasurer; and Alan Cade, Director of Infrastructure were present. Also present were Association members Cheryl Mackey, Cecilia Cinfo, John Crooks, Ed and Diane Sowell, Curt Tilton, Tom Roberts, Ray Chapman, John Flannery I, John Flannery II, Amanda Ouelette and friend Robin Carney, and Justin Turgeon, a tenant of the renter of Unit 15.

Absent:

All Board members were present.

Bruce Ferland made a motion to approve the August minutes, was seconded by Ken Gray and approved by all.

Treasurer’s Report:

All income for August was $10,150.00.  Total Expenses were $10,169.22. Net income was  $-19.92.  Our total Checking/Savings, Emergency Fund and Capital Improvement Fund is $64,839.07. There were no corrections or omissions.

Infrastructure Report:

  • Alan contacted Sturgeon Creek to schedule the pumping of the individual holding tanks. Is awaiting a call from Sturgeon Creek to schedule. He noted he is still trying to locate the tank for Unit #8, and will replace a cover that is cracked at Unit #4.

  • Alan investigated the cabinet housing the compressors at the rear of Unit 8, and will be able to repair the enclosure vs. purchasing a new one.

Old Business:

  • Soffit board that was replaced at the meeting house by Bruce still requires staining. He will obtain matching stain to complete the replacement.

  • The Town was contacted about placing a speed limit sign on Jenkins Road, and will do so in the next week or two.

  • New Business:
  • The tenant of a renter requested permission to address the Board about a violation he received relating to Town of Madbury dog licensing and leash laws. Note that a renter nor a renter’s tenant is normally not allowed to speak at a Board meeting, which is for the benefit of Unit Owners, but the Board made an exception as the renter’s tenant has been a member of the community for many years. The Board acknowledges it erred in allowing him to speak, as he continually interrupted the Board and spoke harshly to other Unit Owners and the Board. The President eventually ordered the renter’s tenant to leave the meeting so business could continue. He stayed on the premises and continued to harass Board members as they were leaving the meeting. The Board sincerely apologizes to all Unit Owners who were present, and will not allow a similar situation.

  • A Unit Owner suggested investigating having generators at the pump stations, so in the event of power outages the water would not have to be turned off to the community. The Unit Owner said he knows someone in the business and will make contact with them for an estimate and report back to the Board.

  • A Unit Owner presented a plan and building permit for replacement of a shed. The Board approved.

  • An anonymous letter was received complaining about a resident riding a golf cart on condominium roads. The Rule regarding off-road vehicles was reviewed and the Board determined that the Rule does not apply to golf carts nor medical devices such as motorized wheel chairs.

  • Complaints were received about trash cans being left roadside for extended periods of time. Emails were sent to 2 Unit Owners to resolve the complaint.

  • Ken Gray notified the Board that it is time again to prepare the budget for FY 2021, and to provide to the Board for its approval during October. Following its approval by the Board, it will be sent to all Unit Owners for their review, to be voted on at the Annual Meeting in early December. Ken also asked if anyone would like to volunteer to review the proposed budget before submission to the Board. One volunteer has come forward to assist with the budget.

Meeting was adjourned at 7:09 pm.
