The November Board Meeting was called to order at 6:00pm.
Present:
Board members Cindy Tilton, President; Bruce Ferland, Vice President; and Ken Gray, Treasurer were present. Also present were Association members Cecilia Cinfo, John Crooks, Ed and Diane Sowell, and Karyl Horn.
Absent:
All Board members were present.
Bruce Ferland made a motion to approve the October minutes, was seconded by Ken Gray, and approved by all.
Treasurer’s Report:
All income for October was $12,560.00. Total Expenses were $11,506.45. Net income was $1,053.55. Our total Checking/Savings, Emergency Fund and Capital Improvement Fund is $67,935.04. There were no corrections or omissions.
Infrastructure Report:
- Cindy reported that Sturgeon Creek will be in on Friday to continue pumping septics. Those that cannot be completed will be done next Wednesday.
- Urban tree has rescheduled looking at Unit 15 branch that the renter had requested to be removed. Two other arborists have reviewed the branch in question and does not feel the branch poses any safety issues.
- Speed limit sign for Jenkins Road is still in process by the Toewn.
- Compressor cabinet has been temporarily repaired for the winter. Plan is to replace the structure in the Spring.
- John Crooks will mark the trees in poor condition along Jenkins Road, and will contact the Town Road Agent to see about their removal. He will also point out the stump on Jenkins Road that is very close to the road to see about its removal, as it poses a safety issue to plows and traffic due to its close proximity to the road.
- AOS has tested the septic system and provided reports. Some repairs were suggested; Cindy will request an estimate for the repairs.
- FW Webb will be contacted to properly set up the account Paul Gustin has with them on behalf of the condominium. Paul should not be “in the middle” of any account regarding the condominium.
- A brief discussion ensued involving removal of trees at Unit 15. The Board explained to the renter the rationale it follows when evaluating such requests for tree removals on property it owns. It weighs the risks (by contacting arborists for an assessment) of a tree’s potential to fall causing damage and the costs to the condominium. The renter could also request permission of the Board to have any tree removed at their expense.
New Business:
- A resignation was tenured for the Director of Infrastructure. John Crooks was asked if he would assume the position until the first of the year, when positions filled at the Annual Meeting take effect. John expressed his concern that current contracts he has with the condominium (snow plowing and mowing of leach fields) would be viewed as a conflict of interest. Those present did not think it was an issue. Karyl Horne requested she be put on record as approving of John assuming the position and that she saw no conflict of interest. John accepted the position as offered.
- An Asset Management Plan will be required to pursue grants for the waterline replacement project. It will involve inventory of the sewer and waterline components. RCAP will be in touch to do the Plan.
- EPA was contacted regarding a shed at Unit 27 being too close to the wetlands. Madbury Town Manager was contacted by the EPA, who in turn assured the Unit Owner that all was in order and there were no violations.
- Barry and Stephanie Lavigne are the new owners of Unit #39.
Meeting was adjourned at 7:00pm.
Ken Gray
